Every entity receives a unique Identifier. This is based on the DNS system, which is the "Phone Book" of the Internet. The unique Indentifier is the IP address of the domain of a branded site on the network.
This allows documents issued by entities on the network to be authenticated by being digitally signed from the branded and universally verifiable authenticated IP address of the branded site on the network.
The ubiquity of the DNS system, allows entities to utilize the domain of a branded site on the network, as a Digital Passport, and facilitate interoperability between systems.
